Narrative:

MTR X executed low approach to runway 03 after an ILS approach. He was climbed to 4000' MSL after departure on a route of V77 to abi. An small aircraft from the southeast at 5000' had the MTR X in sight and provided visibility sep to be cleared for a visibility approach to runway 18. The small transport Y was an overflt at 6000' on a route of llo-V76-sjt-bgs, after the small aircraft indicated he could maintain visibility sep and was cleared for the approach the MTR X was climbed to 7000'. Less than one min later the small transport Y xed the sjt VOR. The situation was discovered at that time. Local control said he visly observed the MTR X 2-3 mi nne of the sjt VOR proceeding nne, however, the position was not verified on either aircraft when the MTR X was climbed to 7000'. Approach control was very busy at the time which may have contributed to the situation. This happened because the flight progress strips were not adequately scanned for any possible conflictions. More thorough scanning of the strips would have prevented this from happening.

Title: DEP CTLR CLIMBED A MTR THROUGH ALT OF SMT OVERFLT WITH LESS THAN STANDARD SEPARATION.

Narrative: MTR X EXECUTED LOW APCH TO RWY 03 AFTER AN ILS APCH. HE WAS CLBED TO 4000' MSL AFTER DEP ON A RTE OF V77 TO ABI. AN SMA FROM THE SE AT 5000' HAD THE MTR X IN SIGHT AND PROVIDED VIS SEP TO BE CLRED FOR A VIS APCH TO RWY 18. THE SMT Y WAS AN OVERFLT AT 6000' ON A RTE OF LLO-V76-SJT-BGS, AFTER THE SMA INDICATED HE COULD MAINTAIN VIS SEP AND WAS CLRED FOR THE APCH THE MTR X WAS CLBED TO 7000'. LESS THAN ONE MIN LATER THE SMT Y XED THE SJT VOR. THE SITUATION WAS DISCOVERED AT THAT TIME. LCL CTL SAID HE VISLY OBSERVED THE MTR X 2-3 MI NNE OF THE SJT VOR PROCEEDING NNE, HOWEVER, THE POS WAS NOT VERIFIED ON EITHER ACFT WHEN THE MTR X WAS CLBED TO 7000'. APCH CTL WAS VERY BUSY AT THE TIME WHICH MAY HAVE CONTRIBUTED TO THE SITUATION. THIS HAPPENED BECAUSE THE FLT PROGRESS STRIPS WERE NOT ADEQUATELY SCANNED FOR ANY POSSIBLE CONFLICTIONS. MORE THOROUGH SCANNING OF THE STRIPS WOULD HAVE PREVENTED THIS FROM HAPPENING.
