Narrative:

While conducting an FAA flight check for flight instrument-INS aircraft with a designated examiner, I was demonstrating the VOR-a approach to chandler-staller airport. Neither I nor the examiner were under the hood at the time of the incident; however, I was flying by reference to INS, solely. I had thought the examiner was looking for traffic, but immediately before and during the near miss was doing something with a chart or something inside the cockpit. I believe I was descending on the approach, but am not sure, when I saw the tail of an small aircraft Y disappear under the nose. I had no time to react because the aircraft was already under me by the time I realized what was happening. I looked out the right rear window and the small aircraft Y appeared to be maneuvering, perhaps making an evasive maneuver. Approximately 10 mins before the incident I requested VFR flight following while on the chandler-stellar VOR-a. ATC denied VFR service. On the approach I knew we were VFR and responsible for collision avoidance, but assumed that the examiner was keeping watch because I was demonstrating an INS approach. There had been no discussion as to who was responsible for what. Had I been with a student who was under the hood (simulating INS conditions), I would have clearly known I was responsible for collision avoidance.

Narrative: WHILE CONDUCTING AN FAA FLT CHK FOR FLT INSTR-INS ACFT WITH A DESIGNATED EXAMINER, I WAS DEMONSTRATING THE VOR-A APCH TO CHANDLER-STALLER ARPT. NEITHER I NOR THE EXAMINER WERE UNDER THE HOOD AT THE TIME OF THE INCIDENT; HOWEVER, I WAS FLYING BY REF TO INS, SOLELY. I HAD THOUGHT THE EXAMINER WAS LOOKING FOR TFC, BUT IMMEDIATELY BEFORE AND DURING THE NEAR MISS WAS DOING SOMETHING WITH A CHART OR SOMETHING INSIDE THE COCKPIT. I BELIEVE I WAS DSNDING ON THE APCH, BUT AM NOT SURE, WHEN I SAW THE TAIL OF AN SMA Y DISAPPEAR UNDER THE NOSE. I HAD NO TIME TO REACT BECAUSE THE ACFT WAS ALREADY UNDER ME BY THE TIME I REALIZED WHAT WAS HAPPENING. I LOOKED OUT THE RIGHT REAR WINDOW AND THE SMA Y APPEARED TO BE MANEUVERING, PERHAPS MAKING AN EVASIVE MANEUVER. APPROX 10 MINS BEFORE THE INCIDENT I REQUESTED VFR FLT FOLLOWING WHILE ON THE CHANDLER-STELLAR VOR-A. ATC DENIED VFR SVC. ON THE APCH I KNEW WE WERE VFR AND RESPONSIBLE FOR COLLISION AVOIDANCE, BUT ASSUMED THAT THE EXAMINER WAS KEEPING WATCH BECAUSE I WAS DEMONSTRATING AN INS APCH.
