Narrative:
While working tower (local) control at midway ATC tower, the ground controller requested a crossing at the approach end of runway 22R on the november taxiway behind the small aircraft C on short final with an light transport a business jet. I then approved the request to cross the light transport a behind the small aircraft C on short final. I watched the small aircraft C land, and the light transport a cross. When the light transport a was more than half way past the light transport B holding short of runway 22R on the papa taxiway, I instructed the light transport B to taxi into position and hold on runway 22R. The light transport B then turned right on november followed by a quick left to the overrun of runway 4L (prior to threshold of runway 22R). Everything appeared normal to both the ground controller and myself. Later in the evening the light transport B pilot called to complain, saying he had to make an abrupt stop because of the light transport a. This could have been avoided if the pilot told me his intentions, that is other than turning left onto the runway. I didn't feel it necessary to inform the light transport B about the light transport a since he was right in front of him, more than half way past him taxiing. But also letting everyone know the 'picture' would have helped.

Title: LTT B FLC USE AN ABNORMAL TAXI ROUTE TO TAXI INTO POSITION ON RWY 22R WHICH RESULTED IN A GND CONFLICT.
Narrative: WHILE WORKING TWR (LCL) CTL AT MIDWAY ATC TWR, THE GND CTLR REQUESTED A XING AT THE APCH END OF RWY 22R ON THE NOVEMBER TXWY BEHIND THE SMA C ON SHORT FINAL WITH AN LTT A BUSINESS JET. I THEN APPROVED THE REQUEST TO CROSS THE LTT A BEHIND THE SMA C ON SHORT FINAL. I WATCHED THE SMA C LAND, AND THE LTT A CROSS. WHEN THE LTT A WAS MORE THAN HALF WAY PAST THE LTT B HOLDING SHORT OF RWY 22R ON THE PAPA TXWY, I INSTRUCTED THE LTT B TO TAXI INTO POS AND HOLD ON RWY 22R. THE LTT B THEN TURNED R ON NOVEMBER FOLLOWED BY A QUICK L TO THE OVERRUN OF RWY 4L (PRIOR TO THRESHOLD OF RWY 22R). EVERYTHING APPEARED NORMAL TO BOTH THE GND CTLR AND MYSELF. LATER IN THE EVENING THE LTT B PLT CALLED TO COMPLAIN, SAYING HE HAD TO MAKE AN ABRUPT STOP BECAUSE OF THE LTT A. THIS COULD HAVE BEEN AVOIDED IF THE PLT TOLD ME HIS INTENTIONS, THAT IS OTHER THAN TURNING L ONTO THE RWY. I DIDN'T FEEL IT NECESSARY TO INFORM THE LTT B ABOUT THE LTT A SINCE HE WAS R IN FRONT OF HIM, MORE THAN HALF WAY PAST HIM TAXIING. BUT ALSO LETTING EVERYONE KNOW THE 'PICTURE' WOULD HAVE HELPED.
