Narrative:
While operating a flight we were approximately one and a half mile final to the runway when the tower controller cleared a business jet for takeoff. The first officer commented on the tower clearance and I verified I heard the same clearance. Then we saw the jet cross the hold short line; entering the runway. At that time; I called for the go-around. The first officer notified the tower. The tower gave us instructions for a right visual pattern for the second attempt at an approach and apologized for the error. We completed the second visual approach without incident. Post flight; I sent an ACARS message to the dispatcher; advising them of the go-around and the fact that we only used togo thrust. The tower controller cleared a business jet for takeoff on the runway as we were on one and one half mile final.
