Narrative:

Acting as an a&P with inspection authorization; I signed off an annual inspection for a client. The aircraft was [later] involved in a hand propping occurrence.as a result; the FAA requested to see the aircraft logbooks. Upon review; they noticed that the form and field approval paperwork for the installation of the engine was not in the logbooks.the engine has been on that aircraft for 30 plus years; and I have been familiar with said aircraft all of those years; so I assumed that the paperwork had been done; and the installation was legal.
