Narrative:

The incident happened en route from ric to orf on air carrier flight. The WX was clear visibility 10 mi and the winds were 250 degrees at 3 KTS. We were vectored for the ILS to runway 23 at orf. After we called field in sight the controller gave us a visibility approach to runway 23. We contacted tower and were given our clearance to land. Abeam the FAF and at approximately 1600' the first officer called traffic at 12 O'clock. I acknowledged the call 'I've got it' and initiated evasive action down and to the right. The conflicting acfts track was perpendicular to our course and at the same altitude of 1600'. The aircraft passed above and to the aft of us at a very close range. I would say less than 200' we contacted tower and reported the conflicting traffic. He said, there was no known traffic in the air traffic area, but a few seconds later the aircraft appeared on his radar. It was tracking to the northwest. The TCAS ii was on and operating in the TA/RA mode. There was no warning from the TCAS ii. The aircraft was a blue small aircraft proceeding to the northwest. After the evasive action a normal approach and landing was made. My recommendation is that all aircraft in this country should be required to have xponders.

Narrative: THE INCIDENT HAPPENED ENRTE FROM RIC TO ORF ON ACR FLT. THE WX WAS CLR VISIBILITY 10 MI AND THE WINDS WERE 250 DEGS AT 3 KTS. WE WERE VECTORED FOR THE ILS TO RWY 23 AT ORF. AFTER WE CALLED FIELD IN SIGHT THE CTLR GAVE US A VIS APCH TO RWY 23. WE CONTACTED TWR AND WERE GIVEN OUR CLRNC TO LAND. ABEAM THE FAF AND AT APPROX 1600' THE F/O CALLED TFC AT 12 O'CLOCK. I ACKNOWLEDGED THE CALL 'I'VE GOT IT' AND INITIATED EVASIVE ACTION DOWN AND TO THE R. THE CONFLICTING ACFTS TRACK WAS PERPENDICULAR TO OUR COURSE AND AT THE SAME ALT OF 1600'. THE ACFT PASSED ABOVE AND TO THE AFT OF US AT A VERY CLOSE RANGE. I WOULD SAY LESS THAN 200' WE CONTACTED TWR AND RPTED THE CONFLICTING TFC. HE SAID, THERE WAS NO KNOWN TFC IN THE ATA, BUT A FEW SECS LATER THE ACFT APPEARED ON HIS RADAR. IT WAS TRACKING TO THE NW. THE TCAS II WAS ON AND OPERATING IN THE TA/RA MODE. THERE WAS NO WARNING FROM THE TCAS II. THE ACFT WAS A BLUE SMA PROCEEDING TO THE NW. AFTER THE EVASIVE ACTION A NORMAL APCH AND LNDG WAS MADE. MY RECOMMENDATION IS THAT ALL ACFT IN THIS COUNTRY SHOULD BE REQUIRED TO HAVE XPONDERS.
