Narrative:
We were doing the river visual into dca runway 19 and upon landing ATC told us to 'contact ground turn right on J'. I replied with the instructions and the captain stopped at the intersection of runway 19 [and] runway 22. He told me to ask them if he can take runway 22 to get onto taxiway J. So I went to ask and somehow we got onto ground frequency. I don't remember pushing the button to switch; but we were on it. They told us to go back to tower. We went back to tower they told us to stay where we are. We did. They sent another aircraft on a go-around due to the confusion and then told us to take runway 22 and get on J. Once we got back on ground they told us to call the tower once we parked. We complied. The captain said that they were just clarifying the instructions and that it is acceptable to take runway 22 to get on J. They just want us off the runway.landing at night with instructions to get onto J with no instructions as to how. Didn't know if we could take another runway to get onto J or how exactly they wanted us to get there.
