Narrative:
Captain's log. First officer was working radios. 10 mi out, captain requested I ask for a visibility as airport was in sight, visibility was given by ATC. Over the airport captain requested I cancel IFR. I did as requested. We were a little high over the airport and clouds were over the approach end. I stated this to the captain and asked that we stay out of IFR conditions. He did not! He continued right into the clouds, on downwind and with little ground contact turned base. I requested we break off the approach. He did not. As we came out of the clouds he had had run through final and was very high. He turned back at a very steep angle and continued. I requested we break off as we were high and very fast. He did not. We landed approximately halfway down the runway. We also landed with a 30 KT tailwind. If we had been VFR as we were supposed to be we could have seen a wind sock and noticed the wind had changed direction. This captain has shown poor judgement, and has difficulty with good decision making.
