Narrative:
Event occurred during training for instrument certification with cfii on board. Entire flight under control of san diego departure until event occurrence. Flight route began with IFR departure from crq with vectors to ocn VORTAC and clearance for VOR-a approach to L-32 concluding with a published missed approach. Request for NDB approach to crq with missed was approved and vectors to the NDB received. Departure advised to be notified when abeam NDB. ADF indicated NDB directly in front of the aircraft. Subsequent questioning by departure as to location determined that we were well past the NDB and that the ADF was not functioning. Visibility scan of the instrument panel indicated an electrical system failure. Requests to cancel IFR were unanswered and it was apparent the radios were no longer able to transmit. The transponder squawk was changed to 7600. Inspection of the transponder query light indicated the transponder was not operational. At this time we changed from the current westerly direction to a northern course in VFR conditions to avoid an irregular entry into the crq control zone and to allow time for gear lowering and system troubleshooting. All non essential electrical was shut off. The gear was lowered via hand pump. A normal 45 degree right hand entry was made at crq. The control tower provided landing approval via a steady green light and we landed uneventfully. Telephone communication was made with san diego departure and the situation explained.

Title: GA SMA LOST ACFT ELECTRICAL SYSTEM WHILE ON A VFR TRAINING FLT DOING SIMULATED INSTRUMENT APCHS.
Narrative: EVENT OCCURRED DURING TRNING FOR INSTRUMENT CERTIFICATION WITH CFII ON BOARD. ENTIRE FLT UNDER CTL OF SAN DIEGO DEP UNTIL EVENT OCCURRENCE. FLT RTE BEGAN WITH IFR DEP FROM CRQ WITH VECTORS TO OCN VORTAC AND CLRNC FOR VOR-A APCH TO L-32 CONCLUDING WITH A PUBLISHED MISSED APCH. REQUEST FOR NDB APCH TO CRQ WITH MISSED WAS APPROVED AND VECTORS TO THE NDB RECEIVED. DEP ADVISED TO BE NOTIFIED WHEN ABEAM NDB. ADF INDICATED NDB DIRECTLY IN FRONT OF THE ACFT.
