Narrative:

Neither mia tower nor any airline controls the ramp while ibnd to gate on taxiway Q (outer) and with takeoffs on runway 27L, the arriving and departing aircraft are intermixed. Within the long a 'competitive' taxi situation develops in which those flts far back are asking to go to the inner so as to get to the gate. Additionally, as pushbacks are uncontrolled, the aircraft in the gate at the first opportunity push back so as to preclude the arrs from getting to the gate. All of which results in chaos! The result is aircraft taxiing between pushbacks and their and gates, no one is taxiing on the yellow lines and the potential for collision is greatly increased as no one is using guidemen or wingwalkers. While we were pushed back from gate, an medium large transport taxied around a pushed back air carrier and then very close to us so as to have almost no line up into his gate. I talked to the supervisor at mia tower and dade county. Both agreed that a hazardous situation existed because of the lack of control. Company is soon to vacate the 'east' tower and dade county is to occupy that facility; however, neither supervisor was aware of any plan to institute positive control of the ramp at mia. Taxiing on the ramp at mia, with departures off runway 27L, is the most hazardous situation that I have encountered recently.

Title: ACR REPORTER COMPLAINS ABOUT ACFT TRAFFIC CONGESTION AROUND GATE AREAS.

Narrative: NEITHER MIA TWR NOR ANY AIRLINE CTLS THE RAMP WHILE IBND TO GATE ON TXWY Q (OUTER) AND WITH TKOFS ON RWY 27L, THE ARRIVING AND DEPARTING ACFT ARE INTERMIXED. WITHIN THE LONG A 'COMPETITIVE' TAXI SITUATION DEVELOPS IN WHICH THOSE FLTS FAR BACK ARE ASKING TO GO TO THE INNER SO AS TO GET TO THE GATE. ADDITIONALLY, AS PUSHBACKS ARE UNCTLED, THE ACFT IN THE GATE AT THE FIRST OPPORTUNITY PUSH BACK SO AS TO PRECLUDE THE ARRS FROM GETTING TO THE GATE. ALL OF WHICH RESULTS IN CHAOS! THE RESULT IS ACFT TAXIING BTWN PUSHBACKS AND THEIR AND GATES, NO ONE IS TAXIING ON THE YELLOW LINES AND THE POTENTIAL FOR COLLISION IS GREATLY INCREASED AS NO ONE IS USING GUIDEMEN OR WINGWALKERS. WHILE WE WERE PUSHED BACK FROM GATE, AN MLG TAXIED AROUND A PUSHED BACK ACR AND THEN VERY CLOSE TO US SO AS TO HAVE ALMOST NO LINE UP INTO HIS GATE. I TALKED TO THE SUPVR AT MIA TWR AND DADE COUNTY. BOTH AGREED THAT A HAZARDOUS SITUATION EXISTED BECAUSE OF THE LACK OF CTL.
