Narrative:
Aircraft was svced for low hydraulic contents and a low reading on the emergency landing gear accumulator. I, being the captain, started the pre-start, turn-around checklist. The ground power unit pulled up next to the aircraft and plugged into the aircraft. I started the #2 engine then the #1 engine. I then told a power cart attendant to disconnect and then the first officer and I started a challenge-response after start checklist. I turned around to grab my headset and when I returned forward and the aircraft propeller and the aircraft nose had struck the power cart. The first officer tried to stop the aircraft with his brakes, but they were also ineffective. I shut down the engines and looked at the parking brake, which was still on. I then unloaded the passenger.

Title: COMMUTER LTT ROLLED FORWARD AFTER ENGINE START, HITTING THE GND START CART.
Narrative: ACFT WAS SVCED FOR LOW HYD CONTENTS AND A LOW READING ON THE EMER LNDG GEAR ACCUMULATOR. I, BEING THE CAPT, STARTED THE PRE-START, TURN-AROUND CHKLIST. THE GND PWR UNIT PULLED UP NEXT TO THE ACFT AND PLUGGED INTO THE ACFT. I STARTED THE #2 ENG THEN THE #1 ENG. I THEN TOLD A PWR CART ATTENDANT TO DISCONNECT AND THEN THE F/O AND I STARTED A CHALLENGE-RESPONSE AFTER START CHKLIST. I TURNED AROUND TO GRAB MY HEADSET AND WHEN I RETURNED FORWARD AND THE ACFT PROP AND THE ACFT NOSE HAD STRUCK THE PWR CART. THE F/O TRIED TO STOP THE ACFT WITH HIS BRAKES, BUT THEY WERE ALSO INEFFECTIVE. I SHUT DOWN THE ENGS AND LOOKED AT THE PARKING BRAKE, WHICH WAS STILL ON. I THEN UNLOADED THE PAX.
