Narrative:
Left propeller came into contact with power cart after engine start. Propeller had 2 blades separate from hub assembly with resultant damage to left propeller, engine and nacelle. Aircraft was literally lifted up then down due to severity of impact. Aircraft parking brake was set and the nosewheel had been properly chocked prior to crew boarding aircraft. During evacuate/evacuation of passenger at gate, crew observed ramp agent placing chocks under nosewheel again. No cockpit command to unchock aircraft had yet occurred. Rampers later stated chocks had been removed prior to engine start.

Title: COMMUTER LTT ROLLED FORWARD DURING ENG START HITTING PWR CART AND DAMAGING L ENG PROP AND NACELLE.
Narrative: L PROP CAME INTO CONTACT WITH PWR CART AFTER ENG START. PROP HAD 2 BLADES SEPARATE FROM HUB ASSEMBLY WITH RESULTANT DAMAGE TO L PROP, ENG AND NACELLE. ACFT WAS LITERALLY LIFTED UP THEN DOWN DUE TO SEVERITY OF IMPACT. ACFT PARKING BRAKE WAS SET AND THE NOSEWHEEL HAD BEEN PROPERLY CHOCKED PRIOR TO CREW BOARDING ACFT. DURING EVAC OF PAX AT GATE, CREW OBSERVED RAMP AGENT PLACING CHOCKS UNDER NOSEWHEEL AGAIN. NO COCKPIT COMMAND TO UNCHOCK ACFT HAD YET OCCURRED. RAMPERS LATER STATED CHOCKS HAD BEEN REMOVED PRIOR TO ENG START.
