Narrative:
Small aircraft X aircraft being vectored for NDB 01 approach. Small aircraft Y aircraft on full procedure NDB 01 approach. Small aircraft Y aircraft told to maintain 3000' MSL until procedure turn inbound and issued opp direction traffic, but small aircraft Y aircraft did not acknowledge traffic. Small aircraft Y aircraft made very short approach, unusual procedure turn, and was not on frequency. Small aircraft Y aircraft turned in 1 mi behind small aircraft X aircraft. Attempted to contact both aircraft by various means and another aircraft.
