Narrative:
Landing on runway 4R at ord. First officer was PF. We were instructed by ord tower to 'roll to the end and turn off on taxiway D.' upon doing so, we discovered the A320 that had preceded us had turned off but had stopped short of the runway hold short line and was still on the runway. We advised ord tower that we could not clear the runway due to the A320. He in turn instructed the B737 behind us to go around. The A320 seemed to not be on tower frequency and ord tower was not aware of his position, he never advised us.

Title: A LNDG ACR JET CANNOT COMPLY WITH ORD TWR'S INSTRUCTION TO CLR RWY 4R AT THE END SINCE ANOTHER ACR A320 IS BLOCKING THE RWY AT TXWY D. A B737 ON SHORT FINAL IS TOLD TO GO AROUND. THE A320 PROBABLY SWITCHED TO GND CTL, NOT BEING ON LCL CTL FREQ.

WE ADVISED ORD TWR THAT WE COULD NOT CLR THE RWY DUE TO THE A320. HE IN TURN INSTRUCTED THE B737 BEHIND US TO GO AROUND. THE A320 SEEMED TO NOT BE ON TWR FREQ AND ORD TWR WAS NOT AWARE OF HIS POS, HE NEVER ADVISED US.
