Narrative:
Displaced hold line for runway 16 at bgm is marked ILS, that would normally mean that there is another hold line for VFR. There is not. Tower seems to interpret this is the hold line for VFR also. If it is for VFR also, then the ILS sign should be changed to 'all aircraft hold here for runway 16.' as it is, a normal aircraft would cross the ILS hold line looking for the VFR hold line when they are apparently one in the same.

Title: GA FLT INSTRUCTOR IS CONFUSED BY RWY HOLD LINES.
Narrative: DISPLACED HOLD LINE FOR RWY 16 AT BGM IS MARKED ILS, THAT WOULD NORMALLY MEAN THAT THERE IS ANOTHER HOLD LINE FOR VFR. THERE IS NOT. TWR SEEMS TO INTERPRET THIS IS THE HOLD LINE FOR VFR ALSO. IF IT IS FOR VFR ALSO, THEN THE ILS SIGN SHOULD BE CHANGED TO 'ALL ACFT HOLD HERE FOR RWY 16.' AS IT IS, A NORMAL ACFT WOULD CROSS THE ILS HOLD LINE LOOKING FOR THE VFR HOLD LINE WHEN THEY ARE APPARENTLY ONE IN THE SAME.
