Narrative:

On arrival captain of aircraft squawked #1 navigation rec inoperative in the aircraft log. A VOR navigation rec was not in stock. So the flight was cancelled and the part was shipped on from dayton. When the part arrived, I was working as lead mechanic on duty, I assigned mechanic to replace #1 VOR navigation receiver and accomplish a functional check and recertify the aircraft to category ii status. Due to our enthusiasm to return the aircraft to service, I signed the logbook. At that time I understood that both mechanic and myself were CAT ii qualified. I did not learn until the next day that only mechanic was CAT ii qualified on the medium large transport type aircraft. Although the actual work was accomplished by a qualified CAT ii mechanic. I inadvertently signed the logbook.

Title: LINE MECH REPLACED NAV RECEIVER LEAD MECHANIC SIGNED LOGBOOK CERTIFYING ACFT FOR CAT II. LEAD MECHANIC LATER RELIZED HE WAS NOT CAT II QUALIFIED.

Narrative: ON ARRIVAL CAPT OF ACFT SQUAWKED #1 NAV REC INOP IN THE ACFT LOG. A VOR NAV REC WAS NOT IN STOCK. SO THE FLT WAS CANCELLED AND THE PART WAS SHIPPED ON FROM DAYTON. WHEN THE PART ARRIVED, I WAS WORKING AS LEAD MECH ON DUTY, I ASSIGNED MECH TO REPLACE #1 VOR NAV RECEIVER AND ACCOMPLISH A FUNCTIONAL CHK AND RECERTIFY THE ACFT TO CATEGORY II STATUS. DUE TO OUR ENTHUSIASM TO RETURN THE ACFT TO SVC, I SIGNED THE LOGBOOK. AT THAT TIME I UNDERSTOOD THAT BOTH MECH AND MYSELF WERE CAT II QUALIFIED. I DID NOT LEARN UNTIL THE NEXT DAY THAT ONLY MECH WAS CAT II QUALIFIED ON THE MLG TYPE ACFT. ALTHOUGH THE ACTUAL WORK WAS ACCOMPLISHED BY A QUALIFIED CAT II MECH. I INADVERTENTLY SIGNED THE LOGBOOK.
