Narrative:
Small transport X was handed off climbing out of 10000' for 16000' to the next controller. (Sector 2). Sector 2 called the manual controller (me) on sector 4 for permission to descend small transport X to 8000'. Permission was granted. The radar clear on sector 4 was not advised that small transport X would be descending to 8000', so after small transport X left sector 4's airspace laterally, the data block was dropped. When small transport X reentered sector 4's space vertically in the descent an immediate conflict resulted with small aircraft Y southbound at 9000'. This situation was exacerbated by heavy and unnecessary military flight plan information channeled to the dy manual controller instead of channeling it to the assistant (ay) controller whose duty it is to process that information. Supplemental information from acn 172931. At the time the coordination to release small transport X to descend to 8000' occurred training involving a new situation was happening. Enough emphasis on insuring information was relayed to all involved would have possibly prevented this occurrence. Soon after the complexity level dropped off and I was sent to man another sector unaware that incomplete coordination had occurred. Soon after the error occurred.
Original NASA ASRS Text
Title: INCOMPLETE COORD AT SECTOR IN ARTCC AND SMT DESCENDED THROUGH ALT OF SMA WITH LESS THAN STANDARD SEPARATION. CTLR TRAINING IN PROGRESS.
Narrative: SMT X WAS HANDED OFF CLBING OUT OF 10000' FOR 16000' TO THE NEXT CTLR. (SECTOR 2). SECTOR 2 CALLED THE MANUAL CTLR (ME) ON SECTOR 4 FOR PERMISSION TO DSND SMT X TO 8000'. PERMISSION WAS GRANTED. THE RADAR CLR ON SECTOR 4 WAS NOT ADVISED THAT SMT X WOULD BE DSNDING TO 8000', SO AFTER SMT X LEFT SECTOR 4'S AIRSPACE LATERALLY, THE DATA BLOCK WAS DROPPED. WHEN SMT X REENTERED SECTOR 4'S SPACE VERTICALLY IN THE DSNT AN IMMEDIATE CONFLICT RESULTED WITH SMA Y SBND AT 9000'. THIS SITUATION WAS EXACERBATED BY HVY AND UNNECESSARY MIL FLT PLAN INFO CHANNELED TO THE DY MANUAL CTLR INSTEAD OF CHANNELING IT TO THE ASSISTANT (AY) CTLR WHOSE DUTY IT IS TO PROCESS THAT INFO. SUPPLEMENTAL INFO FROM ACN 172931. AT THE TIME THE COORD TO RELEASE SMT X TO DSND TO 8000' OCCURRED TRNING INVOLVING A NEW SITUATION WAS HAPPENING. ENOUGH EMPHASIS ON INSURING INFO WAS RELAYED TO ALL INVOLVED WOULD HAVE POSSIBLY PREVENTED THIS OCCURRENCE. SOON AFTER THE COMPLEXITY LEVEL DROPPED OFF AND I WAS SENT TO MAN ANOTHER SECTOR UNAWARE THAT INCOMPLETE COORD HAD OCCURRED. SOON AFTER THE ERROR OCCURRED.
