Narrative:
Small aircraft X landed on runway 11L and after contacting ground control as instructed to hold short of runway 11R. While small aircraft X was holding, small aircraft Y landed on runway 11R and turned off on ry 22 intersection. Small aircraft Z was then cleared for takeoff on runway 11R. Almost simultaneously the ground controller instructed small aircraft X to taxi straight ahead causing a runway crossing error with the aircraft that had been cleared for takeoff. The ground controller inadvertently transposed aircraft call signs between small aircraft X and the small aircraft Y that had turned off on runway 22. The intent was for the aircraft on runway 22 to taxi straight ahead and not for small aircraft X to cross the runway. The ground controller was immediately aware of the error, and instructed small aircraft X to hold, but not in time to prevent the error. No evasive action taken, closest proximity between small aircraft Z and small aircraft X was 2400' with the departure not yet airborne. Human error caused by transposing call signs.

Title: SMA X TAXIED ACROSS THE RWY IN FRONT OF SMA Z DEPARTING.
Narrative: SMA X LANDED ON RWY 11L AND AFTER CONTACTING GND CTL AS INSTRUCTED TO HOLD SHORT OF RWY 11R. WHILE SMA X WAS HOLDING, SMA Y LANDED ON RWY 11R AND TURNED OFF ON RY 22 INTXN. SMA Z WAS THEN CLRED FOR TKOF ON RWY 11R. ALMOST SIMULTANEOUSLY THE GND CTLR INSTRUCTED SMA X TO TAXI STRAIGHT AHEAD CAUSING A RWY XING ERROR WITH THE ACFT THAT HAD BEEN CLRED FOR TKOF. THE GND CTLR INADVERTENTLY TRANSPOSED ACFT CALL SIGNS BTWN SMA X AND THE SMA Y THAT HAD TURNED OFF ON RWY 22. THE INTENT WAS FOR THE ACFT ON RWY 22 TO TAXI STRAIGHT AHEAD AND NOT FOR SMA X TO CROSS THE RWY. THE GND CTLR WAS IMMEDIATELY AWARE OF THE ERROR, AND INSTRUCTED SMA X TO HOLD, BUT NOT IN TIME TO PREVENT THE ERROR. NO EVASIVE ACTION TAKEN, CLOSEST PROX BTWN SMA Z AND SMA X WAS 2400' WITH THE DEP NOT YET AIRBORNE. HUMAN ERROR CAUSED BY TRANSPOSING CALL SIGNS.
