Narrative:

Approximately 40 mi out of lga. Traffic reported at 12 O'clock position, opp direction at 10500' MSL, from nyc. TA on TCASII conflict displayed traffic 10700' and climbing. We were at 11000' MSL. RA on TCAS: 'monitor vertical speed,' 'climb, climb now,' 'climb, climb now.' asked ZNY for immediate left turn. Received 30 degree left and per TCASII orders climbed 250'. Told ZNY and they said they didn't know any TCAS procedure, but would check with supervisor. On ground, contacted company supervisor and ARTCC supervisor. We discussed situation. Were told we did the right thing and that a pilot deviation was not reported, only a TCASII procedure sheet. If we had not turned and climbed, conflict would have been hazardous.

TOLD ZNY AND THEY SAID THEY DIDN'T KNOW ANY TCAS PROC, BUT WOULD CHK WITH SUPVR. ON GND, CONTACTED COMPANY SUPVR AND ARTCC SUPVR. WE DISCUSSED SITUATION. WERE TOLD WE DID THE RIGHT THING AND THAT A PLT DEVIATION WAS NOT RPTED, ONLY A TCASII PROC SHEET. IF WE HAD NOT TURNED AND CLBED, CONFLICT WOULD HAVE BEEN HAZARDOUS.
