Narrative:

While conducting IFR recurrency training, I was in communication with ZOA and direct direct sgd. Controller advised me to maintain VFR. WX conditions were VFR, thus no conflict. Center advised another aircraft was ahead of me conducting the VOR approach and advised me to remain at/above 2500' MSL. Approaching sgd on 050 degree right, about 5.0 NM DME, safety pilot alerted me to an aircraft approximately 1 O'clock, close! That's what I saw when I looked up/out. (Safety pilot later stated to me that other aircraft appeared from 'under' right wing. I had no traffic conflict notice from ZOA.) immediate evasive action was required! I reduced power to idle and made a rapid left diving turn. I recovered on a heading of about 165 degrees at 1700' MSL. During the turn/descent, I observed other aircraft passing directly overhead. There was no indication of evasive action on his part. I don't think he ever saw me. Safety pilot remarked he could see logo on pilot's shirt. He did not get north#. Other aircraft was a fixed gear type. I advised center that I had to evade a near miss. Went on to complete approach west/O further incident. On the ground, I asked approach controllers if they had cleared anyone through air traffic area--they had not.

Title: NMAC.

(SAFETY PLT LATER STATED TO ME THAT OTHER ACFT APPEARED FROM 'UNDER' RIGHT WING. I HAD NO TFC CONFLICT NOTICE FROM ZOA.) IMMEDIATE EVASIVE ACTION WAS REQUIRED! I REDUCED PWR TO IDLE AND MADE A RAPID LEFT DIVING TURN. I RECOVERED ON A HDG OF ABOUT 165 DEGS AT 1700' MSL. DURING THE TURN/DSNT, I OBSERVED OTHER ACFT PASSING DIRECTLY OVERHEAD. THERE WAS NO INDICATION OF EVASIVE ACTION ON HIS PART. I DON'T THINK HE EVER SAW ME. SAFETY PLT REMARKED HE COULD SEE LOGO ON PLT'S SHIRT. HE DID NOT GET N#. OTHER ACFT WAS A FIXED GEAR TYPE.
