Narrative:
While operating between dallas and houston, we were route-checked by a dallas office aci. The aci checked all of our credentials prior to any of our preflight or flight activities. While checking, the aci questioned the F/east about his temporary certificate. It had expired. The F/east had some sort of letter from the company concerning the temporary and the F/east was able to convince the aci that everything was ok. After takeoff, the aci again examined the F/east's certificate and company letter and decided that the F/east's certificate was expired, period. The flight operated normally and uneventfully. Upon landing, the F/east and the captain went to the chief pilot's office and contacted oklahoma city about a replacement for the expired certificate to be telexed or faxed to the chief pilot's office, so the F/east could continue with us. The FAA computers were not operating and so the company provided a replacement F/east for the remainder of the trip. The captain and I (first officer) were current and qualified in every respect in accordance with the far's.
