Narrative:

In 3/91, during descent into sarasota, fl, a TCASII RA was initiated approximately 45 NM north of the lal VORTAC at 11500' MSL. ATC issued a crossing restriction 80 north of lal at FL260 and 40 north of lal at and maintain 11000' MSL. Approximately 435 NM north of lal, just prior to level-off, the TCAS called, 'traffic.' a look at the CRT showed an aircraft at our 1 O'clock position. We immediately looked outside for the aircraft. At this point, TCAS called, 'monitor vertical speed,' followed by a descent command of 1500 FPM. On or about the time TCAS advised us to monitor the vertical speed, both myself and the first officer sighted the traffic passing to our right about 2000'. The TCAS descent command was followed to 10500' MSL as the traffic passed off to our right. We immediately advised ATC of our RA and of our altitude deviation to 10500'. The center controller asked what our assigned altitude was and I told him of our crossing restriction of 40 north of lal at 11000'. (Note: this restriction was verified by tpa approach on the next frequency.) ATC was advised at all time of our altitude deviations through our assigned altitude of 11000' to 10500', and again when level at 11000'. I do not know for sure highway this conflict occurred, but my best guess is that due to a heavy workload (noted by a large vol of radio communication with other aircraft), the center controller forgot to turn us over to tpa approach control in time to avoid the conflict. The conflicting aircraft was found to be an aircraft operating in a jump zone for parachutists.

Title: ACR MLG RECEIVES A TCASII RA WHICH PROVES TO BE PERTINENT.

Narrative: IN 3/91, DURING DSNT INTO SARASOTA, FL, A TCASII RA WAS INITIATED APPROX 45 NM N OF THE LAL VORTAC AT 11500' MSL. ON OR ABOUT THE TIME TCAS ADVISED US TO MONITOR THE VERT SPD, BOTH MYSELF AND THE F/O SIGHTED THE TFC PASSING TO OUR RIGHT ABOUT 2000'. THE TCAS DSNT COMMAND WAS FOLLOWED TO 10500' MSL AS THE TFC PASSED OFF TO OUR RIGHT. WE IMMEDIATELY ADVISED ATC OF OUR RA AND OF OUR ALT DEVIATION TO 10500'. THE CENTER CTLR ASKED WHAT OUR ASSIGNED ALT WAS AND I TOLD HIM OF OUR XING RESTRICTION OF 40 N OF LAL AT 11000'. (NOTE: THIS RESTRICTION WAS VERIFIED BY TPA APCH ON THE NEXT FREQ.) ATC WAS ADVISED AT ALL TIME OF OUR ALT DEVIATIONS THROUGH OUR ASSIGNED ALT OF 11000' TO 10500', AND AGAIN WHEN LEVEL AT 11000'. I DO NOT KNOW FOR SURE HWY THIS CONFLICT OCCURRED, BUT MY BEST GUESS IS THAT DUE TO A HEAVY WORKLOAD (NOTED BY A LARGE VOL OF RADIO COM WITH OTHER ACFT), THE CENTER CTLR FORGOT TO TURN US OVER TO TPA APCH CTL IN TIME TO AVOID THE CONFLICT. THE CONFLICTING ACFT WAS FOUND TO BE AN ACFT OPERATING IN A JUMP ZONE FOR PARACHUTISTS.
