Narrative:
Climbing out of dca, transitioning dulles approach. Dca departure cleared us to 17000'. Contacted dulles approach, still climbing. Dulles approach then gave following clearance with no break: 'air carrier xy, intercept J518, climb FL350, contact ZDC on 134.15.' at this time, first officer was on interphone with F/a. I requested a readback of radio frequency and then read back clearance, 'intercept T518-350-134.15. First officer came on radio at that time. He then contacted ZDC and reported out of 17000' for FL350. Center replied, 'understand leveling 17000'.' first officer reply, 'negative, cleared to FL350.' stopped climb at 17600' and descended back to 17000'. (This incident began after passing through 12000'.) causes: long clearance, first officer not on radio when clearance given and ATC missing readback. I again contacted dulles departure to verify clearance and was told that I had been cleared to FL350. Controller reply was, 'I made a mistake. I apologize for error. Will contact ZDC and advise by land line.'

Title: OPERATIONAL DEVIATION WHEN TRACON APCH CTLR GIVES CLRNC INTO PCA OF ZDC.
Narrative: CLBING OUT OF DCA, TRANSITIONING DULLES APCH. DCA DEP CLRED US TO 17000'. CONTACTED DULLES APCH, STILL CLBING. DULLES APCH THEN GAVE FOLLOWING CLRNC WITH NO BREAK: 'ACR XY, INTERCEPT J518, CLB FL350, CONTACT ZDC ON 134.15.' AT THIS TIME, F/O WAS ON INTERPHONE WITH F/A. I REQUESTED A READBACK OF RADIO FREQ AND THEN READ BACK CLRNC, 'INTERCEPT T518-350-134.15. F/O CAME ON RADIO AT THAT TIME. HE THEN CONTACTED ZDC AND RPTED OUT OF 17000' FOR FL350. CENTER REPLIED, 'UNDERSTAND LEVELING 17000'.' F/O REPLY, 'NEGATIVE, CLRED TO FL350.' STOPPED CLB AT 17600' AND DSNDED BACK TO 17000'. (THIS INCIDENT BEGAN AFTER PASSING THROUGH 12000'.) CAUSES: LONG CLRNC, F/O NOT ON RADIO WHEN CLRNC GIVEN AND ATC MISSING READBACK. I AGAIN CONTACTED DULLES DEP TO VERIFY CLRNC AND WAS TOLD THAT I HAD BEEN CLRED TO FL350. CTLR REPLY WAS, 'I MADE A MISTAKE. I APOLOGIZE FOR ERROR. WILL CONTACT ZDC AND ADVISE BY LAND LINE.'
