Narrative:
Maintenance had cleared an item on 4/wed/91, 'left torque remains 22% at flight idle.' mechanic subsequently entered new item on 4/thu/91, 'flight check required to check engine parameter--see previous item above.' inspectors subsequently wrote up several pages of squawks. All were cleared, as well as all deferred maintenance items. Anyway, in studying the maintenance log before preflight, I failed to detect the 'flight check required...' item. Perhaps the pages stuck together or perhaps I looked at and didn't perceive. I unintentionally missed the item. No one else knew about it. Crew scheduler never called to notify me that a maintenance flight check was required. Dispatch never said a word and did not have it on their turnover sheet. I was not on the mechanics sign out sheet, nor on pilot assignment sheet at flight operations. Pilots must not be complacent, but better procedures are needed for maintenance test operations. Better notice and a detailed sheet for flight check requirement.

Title: PIC ACCEPTS ACFT FOR REVENUE FLT WHEN IT SHOULD HAVE BEEN TEST FLOWN FIRST. MISSED LOG BOOK WRITE-UP.
Narrative: MAINT HAD CLRED AN ITEM ON 4/WED/91, 'LEFT TORQUE REMAINS 22% AT FLT IDLE.' MECH SUBSEQUENTLY ENTERED NEW ITEM ON 4/THU/91, 'FLT CHK REQUIRED TO CHK ENG PARAMETER--SEE PREVIOUS ITEM ABOVE.' INSPECTORS SUBSEQUENTLY WROTE UP SEVERAL PAGES OF SQUAWKS. ALL WERE CLRED, AS WELL AS ALL DEFERRED MAINT ITEMS. ANYWAY, IN STUDYING THE MAINT LOG BEFORE PREFLT, I FAILED TO DETECT THE 'FLT CHK REQUIRED...' ITEM. PERHAPS THE PAGES STUCK TOGETHER OR PERHAPS I LOOKED AT AND DIDN'T PERCEIVE. I UNINTENTIONALLY MISSED THE ITEM. NO ONE ELSE KNEW ABOUT IT. CREW SCHEDULER NEVER CALLED TO NOTIFY ME THAT A MAINT FLT CHK WAS REQUIRED. DISPATCH NEVER SAID A WORD AND DID NOT HAVE IT ON THEIR TURNOVER SHEET. I WAS NOT ON THE MECHS SIGN OUT SHEET, NOR ON PLT ASSIGNMENT SHEET AT FLT OPS. PLTS MUST NOT BE COMPLACENT, BUT BETTER PROCS ARE NEEDED FOR MAINT TEST OPS. BETTER NOTICE AND A DETAILED SHEET FOR FLT CHK REQUIREMENT.
