Narrative:
At xx:05Z commercial power failure rendered the icss system unusable. Edo aire backup transmitters where utilized for local control lcw (120.2) and ground control (121.7). Frequency interference on both transmitters rendered both edo aire's unusable. In order to communication, the lcw and ground control positions had to alternate xmissions. 'Bleed over' was also expected from aircraft xmissions.
