Narrative:
Upon reaching vicinity of cle, we obtained the current ATIS, which indicated VFR conditions and, 'runway 23L closed, expect sidestep to 23R for landing.' approach control advised we should, 'expect vectors for ILS 23L, sidestep to 23R.' after normal vectoring for the approach, we received clearance for, 'ILS 23L'--nothing about sidestep was mentioned. Just prior to the OM, we contacted cle tower. We were advised, 'cleared to land 23L.' because we had heard 23L was closed, I reconfirmed, 'understand cleared to land 23L.' response was, 'roger,' or, 'affirmative.' I'm not certain which. In any case, we were very definitely cleared to land on runway 23L at cle. With this confirmation, we assumed that runway 23L had been reopened. From the OM in we saw no activity that would suggest runway 23L was other than open. After landing uneventfully on runway 23L, tower advised we were supposed to have landed on runway 23R. Later, I called cle tower and talked the problem over with a supervisor. He implied that the controller had erred, but did not admit the error.

Title: ACFT LANDED ON A CLOSED RWY.
Narrative: UPON REACHING VICINITY OF CLE, WE OBTAINED THE CURRENT ATIS, WHICH INDICATED VFR CONDITIONS AND, 'RWY 23L CLOSED, EXPECT SIDESTEP TO 23R FOR LNDG.' APCH CTL ADVISED WE SHOULD, 'EXPECT VECTORS FOR ILS 23L, SIDESTEP TO 23R.' AFTER NORMAL VECTORING FOR THE APCH, WE RECEIVED CLRNC FOR, 'ILS 23L'--NOTHING ABOUT SIDESTEP WAS MENTIONED. JUST PRIOR TO THE OM, WE CONTACTED CLE TWR. WE WERE ADVISED, 'CLRED TO LAND 23L.' BECAUSE WE HAD HEARD 23L WAS CLOSED, I RECONFIRMED, 'UNDERSTAND CLRED TO LAND 23L.' RESPONSE WAS, 'ROGER,' OR, 'AFFIRMATIVE.' I'M NOT CERTAIN WHICH. IN ANY CASE, WE WERE VERY DEFINITELY CLRED TO LAND ON RWY 23L AT CLE. WITH THIS CONFIRMATION, WE ASSUMED THAT RWY 23L HAD BEEN REOPENED. FROM THE OM IN WE SAW NO ACTIVITY THAT WOULD SUGGEST RWY 23L WAS OTHER THAN OPEN. AFTER LNDG UNEVENTFULLY ON RWY 23L, TWR ADVISED WE WERE SUPPOSED TO HAVE LANDED ON RWY 23R. LATER, I CALLED CLE TWR AND TALKED THE PROB OVER WITH A SUPVR. HE IMPLIED THAT THE CTLR HAD ERRED, BUT DID NOT ADMIT THE ERROR.
