Narrative:
Near collision between airlines small transport and small aircraft over la/long beach harbor. I had been handed off by lax departure control to coast approach control. My first officer called coast approach 3 times with no reply. At about the time coast answered, the conflict occurred. Coast approach did not see the small aircraft on radar, and thus did not inform us of the traffic. The aircraft was in a steep right turn, possibly taking evasive action to avoid a collision. Our aircraft was flying at approximately 240 KTS. We never saw the small aircraft until the conflict occurred. The la TCA wraps around the long beach area and is defined on its north fringe by the smo 097 degree right. There is no TCA coverage over la/long beach harbor. This is the most dangerous area where airliners conflict with private aircraft, and near collisions occur frequently. La basin airspace is the most congested airspace in the nation. I suggest that the la TCA be extended to cover the la/long beach harbor area, an area far too congested to remain uncontrolled.

Title: SMT COMMUTER TYPE AND SMA HAD NMAC 15 SE LAX AT 5000'.
Narrative: NEAR COLLISION BTWN AIRLINES SMT AND SMA OVER LA/LONG BEACH HARBOR. I HAD BEEN HANDED OFF BY LAX DEP CTL TO COAST APCH CTL. MY F/O CALLED COAST APCH 3 TIMES WITH NO REPLY. AT ABOUT THE TIME COAST ANSWERED, THE CONFLICT OCCURRED. COAST APCH DID NOT SEE THE SMA ON RADAR, AND THUS DID NOT INFORM US OF THE TFC. THE ACFT WAS IN A STEEP RIGHT TURN, POSSIBLY TAKING EVASIVE ACTION TO AVOID A COLLISION. OUR ACFT WAS FLYING AT APPROX 240 KTS. WE NEVER SAW THE SMA UNTIL THE CONFLICT OCCURRED. THE LA TCA WRAPS AROUND THE LONG BEACH AREA AND IS DEFINED ON ITS N FRINGE BY THE SMO 097 DEG R. THERE IS NO TCA COVERAGE OVER LA/LONG BEACH HARBOR.
