Narrative:
Inbound push for ord. All traffic from west rted over bdf. Flow control nonexistent. Supervisor was constantly and loudly intervening in traffic situation. WX had closed off the bdf 1 arrival route. 1 aircraft was not given holding instructions. This was missed by handoff, radar and manual controller. Aircraft entered adjacent sector west/O pointout. The handoff controller had cancelled the data block. The radar failed to notice it. Corrective action should require the handoff not to cancel data block until holding instructions are given!

Title: ACR ENTERED ADJACENT CTLR AIRSPACE WITHOUT HANDOFF.
Narrative: INBND PUSH FOR ORD. ALL TFC FROM W RTED OVER BDF. FLOW CTL NONEXISTENT. SUPVR WAS CONSTANTLY AND LOUDLY INTERVENING IN TFC SITUATION. WX HAD CLOSED OFF THE BDF 1 ARR RTE. 1 ACFT WAS NOT GIVEN HOLDING INSTRUCTIONS. THIS WAS MISSED BY HDOF, RADAR AND MANUAL CTLR. ACFT ENTERED ADJACENT SECTOR W/O POINTOUT. THE HDOF CTLR HAD CANCELLED THE DATA BLOCK. THE RADAR FAILED TO NOTICE IT. CORRECTIVE ACTION SHOULD REQUIRE THE HDOF NOT TO CANCEL DATA BLOCK UNTIL HOLDING INSTRUCTIONS ARE GIVEN!
