Narrative:
On 5/91, I was applying fungicide to 2 20-acre fields near franklin, tn. There was a subdivision near these fields. The only way to apply the chemical near the ends of the fields was to overfly the subdivision. I waited until the aircraft was light before attempting this. I made 2 passes over the subdivision at approximately 500' AGL. I did not consider this an unsafe practice; however, some residents later complained. The only way I could have avoided this situation was to refuse to spray the ends of the fields.

Title: LOW LEVEL CIVIL OPERATION IN AN AGRICULTURAL OPERATION FLIES OVER BUILDINGS AT LESS THAN SPECIFIED BY FEDERAL AVIATION REGS.
Narrative: ON 5/91, I WAS APPLYING FUNGICIDE TO 2 20-ACRE FIELDS NEAR FRANKLIN, TN. THERE WAS A SUBDIVISION NEAR THESE FIELDS. THE ONLY WAY TO APPLY THE CHEMICAL NEAR THE ENDS OF THE FIELDS WAS TO OVERFLY THE SUBDIVISION. I WAITED UNTIL THE ACFT WAS LIGHT BEFORE ATTEMPTING THIS. I MADE 2 PASSES OVER THE SUBDIVISION AT APPROX 500' AGL. I DID NOT CONSIDER THIS AN UNSAFE PRACTICE; HOWEVER, SOME RESIDENTS LATER COMPLAINED. THE ONLY WAY I COULD HAVE AVOIDED THIS SITUATION WAS TO REFUSE TO SPRAY THE ENDS OF THE FIELDS.
