Narrative:

Having received clearance to transition mlb air traffic area northbound at 1500', I was flying to merritt island airport, returning from a search and rescue sortie. I was told by mlb tower to report due west of the field, at approximately 2MI southwest of the field, I suddenly saw a light twin engine approach head-on at my altitude. The twin was white with trim and was probably an small transport. Realizing the twin was much too close to avoid by turning, I pushed forward abruptly on the yoke. The twin made no evasive maneuvers and passed about 800' directly above us. My search crew and I are certain that had I not taken evasive action, there would have been a midair collision. When I reported the near miss to mlb tower, they replied, 'we are not in contact with that aircraft.'
