Narrative:
Fgt X en route to ntu experienced hydraulic failure and declared an emergency. He needed to land at the nearest airport, roa, va. He started to descend on his own from his assigned altitude, FL270. I asked him if he could maintain FL260 and he said he could. He passed near air carrier Y, pit to rdu, at FL250. The aircraft passed by about 5 mi and 1000'. Fgt X later landed roa airport.
