Narrative:
I was doing my first solo, in a tail dragger of which I am a part owner, on runway 7 at vgt. I made a normal takeoff into a left-hand pattern for a touch and go on runway 7. On initial T/D the aircraft did not remain on the runway but lifted back into the air. On the second T/D the tail wheel cocked to the left and locked. This caused the aircraft to ground-loop to the left side of the runway and into a temporary construction fence which in my opinion is too close to the left edge of runway 7, and further, in my opinion, the fence is a hazard to aviation. I considered trying to do a go around, but I was too slow and close to the ground. Prior to the accident I had completed approximately 36.5 hours of dual time in this aircraft of which 13.9 hours was with a CFI. After striking the fence I turned off the mags and left the master switch on so I could communicate with the vgt tower. The tower sent out a man in the street cleaner to see if I was all right. Then the county sent out their van with 2 people including mr. Abc from xx aviation to further check on the aircraft and me. It was determined that I could taxi back to parking under the power of the aircraft, which I did. There were no injuries as a result of the incident.

Title: PRACTICE TOUCH AND GO LNDGS WITH TAIL DRAGGER ACFT. LOST CTL, GND LOOP INTO FENCE ADJACENT TO RWY.
Narrative: I WAS DOING MY FIRST SOLO, IN A TAIL DRAGGER OF WHICH I AM A PART OWNER, ON RWY 7 AT VGT. I MADE A NORMAL TKOF INTO A LEFT-HAND PATTERN FOR A TOUCH AND GO ON RWY 7. ON INITIAL T/D THE ACFT DID NOT REMAIN ON THE RWY BUT LIFTED BACK INTO THE AIR. ON THE SECOND T/D THE TAIL WHEEL COCKED TO THE LEFT AND LOCKED. THIS CAUSED THE ACFT TO GND-LOOP TO THE LEFT SIDE OF THE RWY AND INTO A TEMPORARY CONSTRUCTION FENCE WHICH IN MY OPINION IS TOO CLOSE TO THE LEFT EDGE OF RWY 7, AND FURTHER, IN MY OPINION, THE FENCE IS A HAZARD TO AVIATION.
