Narrative:
We had been cleared for the approach (ILS) to paine field, everett, wa. We were in an overcast. While on approach, we broke out at about 1000' MSL, which at that point was also 1000' above ground. Since center had not yet advised to change to tower frequency, they were contacted with a request to cancel IFR so that landing could be made a nearby S43. Center accepted the cancellation and diversion was begun. Shortly after that center called requesting that tower be contacted. Tower advised we could not cancel as control zone was IFR, and SVFR clearance was required. They instructed us to land at paine, which we did. Later, on conversation with the tower by phone, they did not understand why center had not advised to contact tower earlier, and they should not have accepted the cancellation. An aircraft following on the ILS approach had to be diverted. Believe that if communication had been switched to tower earlier and it had been indicated to center prior to approach that cancellation may be requested, the problem would have been averted.

Title: GA SMA CANCELLED IFR CLRNC IN A CTL ZONE WHERE WX REQUIRED SVFR CLRNC. CTLR RECONTACTED THE ACFT AND CORRECTED THE ERROR.
Narrative: WE HAD BEEN CLRED FOR THE APCH (ILS) TO PAINE FIELD, EVERETT, WA. WE WERE IN AN OVCST. WHILE ON APCH, WE BROKE OUT AT ABOUT 1000' MSL, WHICH AT THAT POINT WAS ALSO 1000' ABOVE GND. SINCE CENTER HAD NOT YET ADVISED TO CHANGE TO TWR FREQ, THEY WERE CONTACTED WITH A REQUEST TO CANCEL IFR SO THAT LNDG COULD BE MADE A NEARBY S43. CENTER ACCEPTED THE CANCELLATION AND DIVERSION WAS BEGUN. SHORTLY AFTER THAT CENTER CALLED REQUESTING THAT TWR BE CONTACTED. TWR ADVISED WE COULD NOT CANCEL AS CTL ZONE WAS IFR, AND SVFR CLRNC WAS REQUIRED. THEY INSTRUCTED US TO LAND AT PAINE, WHICH WE DID. LATER, ON CONVERSATION WITH THE TWR BY PHONE, THEY DID NOT UNDERSTAND WHY CENTER HAD NOT ADVISED TO CONTACT TWR EARLIER, AND THEY SHOULD NOT HAVE ACCEPTED THE CANCELLATION. AN ACFT FOLLOWING ON THE ILS APCH HAD TO BE DIVERTED. BELIEVE THAT IF COM HAD BEEN SWITCHED TO TWR EARLIER AND IT HAD BEEN INDICATED TO CENTER PRIOR TO APCH THAT CANCELLATION MAY BE REQUESTED, THE PROB WOULD HAVE BEEN AVERTED.
