Narrative:

Departure aircraft was slow climbing on assigned departure heading 030 degrees. Sector was busy with additional workload 30-40 mi southeast of airport. Aircraft was assigned climb to 5000' on initial contact. Westbound traffic was slow climbing to 4000' 11 mi north of balance, working a different sector. The problem was discovered during san of sector prior to C/a sounding. I issued traffic and instructed aircraft to descend and maintain 3000' and turn right to heading 180 degrees. Contributing factors: hot day with 2 poor climbing aircraft, sector workload to the southeast and frequency congestion.

WBND TFC WAS SLOW CLBING TO 4000' 11 MI N OF BAL, WORKING A DIFFERENT SECTOR. THE PROB WAS DISCOVERED DURING SAN OF SECTOR PRIOR TO C/A SOUNDING. I ISSUED TFC AND INSTRUCTED ACFT TO DSND AND MAINTAIN 3000' AND TURN RIGHT TO HDG 180 DEGS. CONTRIBUTING FACTORS: HOT DAY WITH 2 POOR CLBING ACFT, SECTOR WORKLOAD TO THE SE AND FREQ CONGESTION.
