Narrative:
Departed dtw en route to toronto VFR. Attempted handoff from dtw tower to departure. Was told to stand by. Was then advised that approach control radar was down and no radar service available, squawk 1200. Shortly thereafter observed det passing off port side at 3.8 mi. Before I could look up their frequency, I was clear of their air traffic area. Continued to toronto VFR. Picked up freight and returned. I was not aware of requirement for VFR flight plan in canada, therefore did not file one for entry or departure. Became aware of this on another trip to canada the following day. Contributing factors: had planned on radar service which would have cleared me through det air traffic area. Length of time it took dtw tower to get back along with being very tired were factors in loss of situationally awareness. Re: failure to file VFR flight plan in canada: I believe this was insufficiently covered in ground school. Prior to employment with present employer, I had no experience in canadian airspace. Corrective action: strive to maintain better positional and situational awareness during periods of extreme pilot fatigue. Ensure better familiarity with canadian regulations.

Title: PLT OF SMT FREIGHTER ENTERED AND EXITED DET ATA WITHOUT TWR COM.
Narrative: DEPARTED DTW ENRTE TO TORONTO VFR. ATTEMPTED HDOF FROM DTW TWR TO DEP. WAS TOLD TO STAND BY. WAS THEN ADVISED THAT APCH CTL RADAR WAS DOWN AND NO RADAR SVC AVAILABLE, SQUAWK 1200. SHORTLY THEREAFTER OBSERVED DET PASSING OFF PORT SIDE AT 3.8 MI. BEFORE I COULD LOOK UP THEIR FREQ, I WAS CLR OF THEIR ATA. CONTINUED TO TORONTO VFR. PICKED UP FREIGHT AND RETURNED. I WAS NOT AWARE OF REQUIREMENT FOR VFR FLT PLAN IN CANADA, THEREFORE DID NOT FILE ONE FOR ENTRY OR DEP. BECAME AWARE OF THIS ON ANOTHER TRIP TO CANADA THE FOLLOWING DAY. CONTRIBUTING FACTORS: HAD PLANNED ON RADAR SVC WHICH WOULD HAVE CLRED ME THROUGH DET ATA. LENGTH OF TIME IT TOOK DTW TWR TO GET BACK ALONG WITH BEING VERY TIRED WERE FACTORS IN LOSS OF SITUATIONALLY AWARENESS.
