Narrative:
I was working ground control/local control at savannah ATCT when small aircraft Y was inbound from the west for a visual approach to runway 19, and small aircraft X was inbound from the northeast for a visual approach to runway 36. The WX was VFR, visibility 5 mi with haze. I cleared Y to land on runway 9, and cleared X to land on runway 36 to hold short of runway 9. Small aircraft X did not acknowledge the hold short instructions, and I had to repeat them to him twice more before he acknowledged them. Approximately 4 NM northeast of the airport, small aircraft X's data block (alphanumerics) dropped off the BRITE. I was visually scanning with the binoculars for X, looking from the approach end of runway 27 through the final for runway 36. I never visually acquired aircraft X. The next transmission I heard was from X saying he needed to go to GA ramp. I put the binoculars down and saw small aircraft X turning off runway 27. I checked the approach end of runway 9 and saw aircraft Y on short final. I told X that he had landed on the wrong runway and instructed him to call the tower.

Title: SMA ACFT LANDED WRONG RWY. POTENTIAL CONFLICT.
Narrative: I WAS WORKING GND CTL/LCL CTL AT SAVANNAH ATCT WHEN SMA Y WAS INBOUND FROM THE W FOR A VISUAL APCH TO RWY 19, AND SMA X WAS INBOUND FROM THE NE FOR A VISUAL APCH TO RWY 36. THE WX WAS VFR, VISIBILITY 5 MI WITH HAZE. I CLRED Y TO LAND ON RWY 9, AND CLRED X TO LAND ON RWY 36 TO HOLD SHORT OF RWY 9. SMA X DID NOT ACKNOWLEDGE THE HOLD SHORT INSTRUCTIONS, AND I HAD TO REPEAT THEM TO HIM TWICE MORE BEFORE HE ACKNOWLEDGED THEM. APPROX 4 NM NE OF THE ARPT, SMA X'S DATA BLOCK (ALPHANUMERICS) DROPPED OFF THE BRITE. I WAS VISUALLY SCANNING WITH THE BINOCULARS FOR X, LOOKING FROM THE APCH END OF RWY 27 THROUGH THE FINAL FOR RWY 36. I NEVER VISUALLY ACQUIRED ACFT X. THE NEXT XMISSION I HEARD WAS FROM X SAYING HE NEEDED TO GO TO GA RAMP. I PUT THE BINOCULARS DOWN AND SAW SMA X TURNING OFF RWY 27. I CHKED THE APCH END OF RWY 9 AND SAW ACFT Y ON SHORT FINAL. I TOLD X THAT HE HAD LANDED ON THE WRONG RWY AND INSTRUCTED HIM TO CALL THE TWR.
