Narrative:
In 6/91, our flight was inbound to mgm. The current ATIS indicated that the WX at mgm was VFR. Approximately 20 mins later, ZTL reported the WX at mgm was VFR also. Later we were cleared to 2300' and were asked which runway we preferred, 9 or 27. We chose 9 since it was closer. The controller told us to expect runway 9 and to report when we had the field in sight. We reported the field in sight and then the controller said to cancel IFR with her or on the ground. We then cancelled with center and were told, 'cancellation received, squawk 1200 and change to advisory,' or something similar to this; I am not exactly sure of the exact wording. We then switched to advisor (CTAF) and announced our intentions. There was no traffic in the area and no response on the frequency. We then landed and taxied to the ramp. We were on the ground about 10 mins for fuel and to deplane passenger. We then proceeded to taxi out for departure to csg. We announced our intentions on what we thought was CTAF frequency and then tried to contact ZTL for an IFR departure. Unable to raise ZTL, we decided to depart VFR. After departing on climb out, we spotted traffic on a long right base to 27. We departed runway 9. We then turned 30 degrees to the right to avoid traffic and noticed he turned to a left downwind to runway 9. We kept transmitting on CTAF, but still got no response from the traffic. After switched to ZTL, we were informed that we departed an air traffic area with the tower still in operation. We discovered that we were mistakenly on the wrong frequency during approach, landing, taxi and departure. We later were told that mgm tower sent a security truck on the taxiway, but we never saw him. We were using 119.9 and the correct frequency was 119.7.

WE THEN SWITCHED TO ADVISOR (CTAF) AND ANNOUNCED OUR INTENTIONS. THERE WAS NO TFC IN THE AREA AND NO RESPONSE ON THE FREQ. WE THEN LANDED AND TAXIED TO THE RAMP. WE WERE ON THE GND ABOUT 10 MINS FOR FUEL AND TO DEPLANE PAX. WE THEN PROCEEDED TO TAXI OUT FOR DEP TO CSG. WE ANNOUNCED OUR INTENTIONS ON WHAT WE THOUGHT WAS CTAF FREQ AND THEN TRIED TO CONTACT ZTL FOR AN IFR DEP. UNABLE TO RAISE ZTL, WE DECIDED TO DEPART VFR. AFTER DEPARTING ON CLBOUT, WE SPOTTED TFC ON A LONG RIGHT BASE TO 27. WE DEPARTED RWY 9. WE THEN TURNED 30 DEGS TO THE RIGHT TO AVOID TFC AND NOTICED HE TURNED TO A LEFT DOWNWIND TO RWY 9. WE KEPT XMITTING ON CTAF, BUT STILL GOT NO RESPONSE FROM THE TFC. AFTER SWITCHED TO ZTL, WE WERE INFORMED THAT WE DEPARTED AN ATA WITH THE TWR STILL IN OPERATION. WE DISCOVERED THAT WE WERE MISTAKENLY ON THE WRONG FREQ DURING APCH, LNDG, TAXI AND DEP. WE LATER WERE TOLD THAT MGM TWR SENT A SECURITY TRUCK ON THE TXWY, BUT WE NEVER SAW HIM. WE WERE USING 119.9 AND THE CORRECT FREQ WAS 119.7.
