Narrative:
(This is a recurring problem. Whether this problem is only in the small transport or not I do not know. It doesn't occur in one specific aircraft). Msp approach can not receive our xmissions in the narrow area (15-20 KM) inbound for the 11 left and right approachs (along the extended ctrlines of the 11's). It is difficult to know if this happens each time an small transport flies through this area because we are not transmitting in response to ATC instructions every time in this area. It has occurred 4 previous times that ATC will call repeatedly and we will respond repeatedly and as soon as we are inside 15 DME, our calls are heard. I have noticed that this problem happens when transmitting on the captain's #1 comm. If it has happened on the #2 comm, I'm not sure. Many other small transport pilots have noticed this dead spot.
Original NASA ASRS Text
Title: SOME COMMUTER SMT'S UNABLE TO TRANSMIT TO MSP APCH CTL IN A SMALL AREA NEAR THE RWY 11 L AND R ILS APCHS.
Narrative: (THIS IS A RECURRING PROB. WHETHER THIS PROB IS ONLY IN THE SMT OR NOT I DO NOT KNOW. IT DOESN'T OCCUR IN ONE SPECIFIC ACFT). MSP APCH CAN NOT RECEIVE OUR XMISSIONS IN THE NARROW AREA (15-20 KM) INBND FOR THE 11 L AND R APCHS (ALONG THE EXTENDED CTRLINES OF THE 11'S). IT IS DIFFICULT TO KNOW IF THIS HAPPENS EACH TIME AN SMT FLIES THROUGH THIS AREA BECAUSE WE ARE NOT XMITTING IN RESPONSE TO ATC INSTRUCTIONS EVERY TIME IN THIS AREA. IT HAS OCCURRED 4 PREVIOUS TIMES THAT ATC WILL CALL REPEATEDLY AND WE WILL RESPOND REPEATEDLY AND AS SOON AS WE ARE INSIDE 15 DME, OUR CALLS ARE HEARD. I HAVE NOTICED THAT THIS PROB HAPPENS WHEN XMITTING ON THE CAPT'S #1 COMM. IF IT HAS HAPPENED ON THE #2 COMM, I'M NOT SURE. MANY OTHER SMT PLTS HAVE NOTICED THIS DEAD SPOT.
