Narrative:
There is a lot of construction at the mcw airport. Runway 17/35 and runway 12/30 are subject to opening and closing many times per day. That is not the problem. The problem is that the field NOTAMS do not keep up with the conditions of the field. Either people are not calling in the status of the field to FSS (ft dodge) in a timely manner or FSS is not posting them in a timely manner. When we depart from msp with a NOTAM about runway closures at mcw, that information is not always valid by the time we arrive at mcw. Approach control is no help as they do not know the status of the field and FSS in-flight is not sure all the time. Also unicom is unmonitored part of the time, especially at night and on the weekends. We landed on runway 12 on sunday night and were reasonably sure that it was open. As it turned out, it was open. Having called ft dodge FSS and the airport manager and the project manager and only getting a partial answer, that being that they believe runways 12/30 is closed monday to friday and open on saturday and sunday. This is still a little grey and the NOTAMS still do not keep up with the changes prompted me to file this report.

Title: COMPLAINS ABOUT SLOW DISSEMINATION OF NOTAM INFO CAUSING THEM TO LAND ON A RWY THEY WERE NOT SURE WAS OPEN AT THE TIME.
Narrative: THERE IS A LOT OF CONSTRUCTION AT THE MCW ARPT. RWY 17/35 AND RWY 12/30 ARE SUBJECT TO OPENING AND CLOSING MANY TIMES PER DAY. THAT IS NOT THE PROB. THE PROB IS THAT THE FIELD NOTAMS DO NOT KEEP UP WITH THE CONDITIONS OF THE FIELD. EITHER PEOPLE ARE NOT CALLING IN THE STATUS OF THE FIELD TO FSS (FT DODGE) IN A TIMELY MANNER OR FSS IS NOT POSTING THEM IN A TIMELY MANNER. WHEN WE DEPART FROM MSP WITH A NOTAM ABOUT RWY CLOSURES AT MCW, THAT INFO IS NOT ALWAYS VALID BY THE TIME WE ARRIVE AT MCW. APCH CTL IS NO HELP AS THEY DO NOT KNOW THE STATUS OF THE FIELD AND FSS INFLT IS NOT SURE ALL THE TIME. ALSO UNICOM IS UNMONITORED PART OF THE TIME, ESPECIALLY AT NIGHT AND ON THE WEEKENDS. WE LANDED ON RWY 12 ON SUNDAY NIGHT AND WERE REASONABLY SURE THAT IT WAS OPEN. AS IT TURNED OUT, IT WAS OPEN.
