Narrative:
New taxi instructions procedures in cle. Hold short lines require aircraft to land on runway 23R and hold short of 23L. This requires aircraft to remain on landing runway 23R. This procedure to land on runway and stay on runway while waiting to cross is not a normal pilot procedure. We are always trained to exit runway as soon as possible and don't expect a hold line 10 ft from runway edge. Cle tower has chosen to rely on a simple memo to pilot officers to ensure all crew members know the abnormal situation. They do not want to say each time a plane lands 'cleared to land 23R hold on runway 23R for crossing 23L acknowledge hold.' bos tower and atl have gone to a hold short acknowledgement to avoid a potential fatal problem. Cle should do the same until the problem is fixed permanently.

Title: RPT DEALS WITH A POSSIBLE RWY INCURSION DUE TO LACK OF INFO DISSEMINATION AND ATCT LCL CTLR TECHNIQUE ATC COM ON HOLD SHORT OF PARALLEL RWY AFTER LNDG PROC ROLLOUT.
Narrative: NEW TAXI INSTRUCTIONS PROCS IN CLE. HOLD SHORT LINES REQUIRE ACFT TO LAND ON RWY 23R AND HOLD SHORT OF 23L. THIS REQUIRES ACFT TO REMAIN ON LNDG RWY 23R. THIS PROC TO LAND ON RWY AND STAY ON RWY WHILE WAITING TO CROSS IS NOT A NORMAL PLT PROC. WE ARE ALWAYS TRAINED TO EXIT RWY ASAP AND DON'T EXPECT A HOLD LINE 10 FT FROM RWY EDGE. CLE TWR HAS CHOSEN TO RELY ON A SIMPLE MEMO TO PLT OFFICERS TO ENSURE ALL CREW MEMBERS KNOW THE ABNORMAL SITUATION. THEY DO NOT WANT TO SAY EACH TIME A PLANE LANDS 'CLRED TO LAND 23R HOLD ON RWY 23R FOR XING 23L ACKNOWLEDGE HOLD.' BOS TWR AND ATL HAVE GONE TO A HOLD SHORT ACKNOWLEDGEMENT TO AVOID A POTENTIAL FATAL PROBLEM. CLE SHOULD DO THE SAME UNTIL THE PROBLEM IS FIXED PERMANENTLY.
