Narrative:
I landed on 13R at boeing field with the gear up. The WX at the time was VFR. The aircraft involved was an small transport. FBO and maintenance lifted the aircraft and lowered the gear. The gear was placed in the down position several mi from T/D, the gear warning horn stopped and I assumed the gear was down; however, it did not lower and this fact was not discovered in time to make a go around. Tests are being conducted at boeing field on the gear operation by FBO and the seattle FSDO. The NTSB has determined that this occurrence did not meet the criteria for an accident. At about 100' in the air I noticed that the green lights were missing I looked for the location of the gear handle and it was down. I assumed that the green lights were set for night flight so I turned each light to bright and got a 3 green lights. However the 3 green indication I saw was the push to test function only, so I still had no green lights at the end of this exercise. I had about 4 seconds or so for the go around, but the turbine engines did not respond in time.
