Narrative:
Clearance was given to taxi via 'C' to runway 24 'back taxi full length' as taxiway 'east' was closed. This would necessitate taxiing onto runway 24 in order to arrive at the takeoff end of the runway. As aircraft approached runway 24 with intent to continue, ground control instructed aircraft to hold short of runway due to landing traffic (small aircraft). Aircraft stopped a few ft over the hold short line, but well out of the way of any possible conflict. The 'usual' taxi does not normally involve taxiing onto the active runway and this was contributory to forgetting that clearance to taxi does not allow incurring the active runway. Also, controller phraseology, perhaps misunderstood, indicated that aircraft was to continue taxiing. Callback conversation with reporter revealed the following information. Callback was part of a structured callback effort on runway incursions. Reporter said that it may have helped if the ground controller had specifically stated the need to hold short of runway 24, especially in light of the fact that taxi operations were non-standard due to the closure of taxiway east. Reporter also acknowledged that flight crew should have asked for a verification of clearance to enter the runway.
Original NASA ASRS Text
Title: FLT CREW OF MLG TAXIING OUT FOR TKOF AT ISP IS TOLD TO TAXI TXWY C FOR BACK TAXI THE FULL LENGTH OF RWY 24. CTLR INTERVENED WHEN IT WAS APPARENT THAT ACFT WAS GOING TO ENTER RWY 24 WHILE AN SMA WAS ON FINAL APCH.
Narrative: CLRNC WAS GIVEN TO TAXI VIA 'C' TO RWY 24 'BACK TAXI FULL LENGTH' AS TXWY 'E' WAS CLOSED. THIS WOULD NECESSITATE TAXIING ONTO RWY 24 IN ORDER TO ARRIVE AT THE TKOF END OF THE RWY. AS ACFT APCHED RWY 24 WITH INTENT TO CONTINUE, GND CTL INSTRUCTED ACFT TO HOLD SHORT OF RWY DUE TO LNDG TFC (SMA). ACFT STOPPED A FEW FT OVER THE HOLD SHORT LINE, BUT WELL OUT OF THE WAY OF ANY POSSIBLE CONFLICT. THE 'USUAL' TAXI DOES NOT NORMALLY INVOLVE TAXIING ONTO THE ACTIVE RWY AND THIS WAS CONTRIBUTORY TO FORGETTING THAT CLRNC TO TAXI DOES NOT ALLOW INCURRING THE ACTIVE RWY. ALSO, CTLR PHRASEOLOGY, PERHAPS MISUNDERSTOOD, INDICATED THAT ACFT WAS TO CONTINUE TAXIING. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO. CALLBACK WAS PART OF A STRUCTURED CALLBACK EFFORT ON RWY INCURSIONS. RPTR SAID THAT IT MAY HAVE HELPED IF THE GND CTLR HAD SPECIFICALLY STATED THE NEED TO HOLD SHORT OF RWY 24, ESPECIALLY IN LIGHT OF THE FACT THAT TAXI OPS WERE NON-STANDARD DUE TO THE CLOSURE OF TXWY E. RPTR ALSO ACKNOWLEDGED THAT FLT CREW SHOULD HAVE ASKED FOR A VERIFICATION OF CLRNC TO ENTER THE RWY.
