Narrative:
Pilot and an observer (private pilot) departed crq on a training flight to evaluate high altitude performance of a newly installed turbocharger and small aircraft. 25 mi southwest of thermal, ca, we contacted psp approach for clearance into positive control area with a request to do high altitude air work to 25000' on a heading of 050 degrees. We were given a transponder code and told to contact ZLA for clearance. When issued a transponder code and not denied entrance into positive control area we assumed it was all right to proceed until a clearance was given. ZLA informed us an medium large transport had a TCAS alert and asked if we had seen the jet. At this time we were at 19000' and climbing. Center assigned us a new squawk and cleared us to 23000' on a heading of 050 degrees. We completed our test flight west/O further incident. We were not informed of the proximity of the medium large transport and had no visibility contact. We should have contacted ATC earlier--15000' and stated our request. ATC should request aircraft to remain below 18000' if a problem exists. This situation could easily have happened at 17900', as well as 19000'.

WE WERE GIVEN A XPONDER CODE AND TOLD TO CONTACT ZLA FOR CLRNC. WHEN ISSUED A XPONDER CODE AND NOT DENIED ENTRANCE INTO PCA WE ASSUMED IT WAS ALL RIGHT TO PROCEED UNTIL A CLRNC WAS GIVEN. ZLA INFORMED US AN MLG HAD A TCAS ALERT AND ASKED IF WE HAD SEEN THE JET. AT THIS TIME WE WERE AT 19000' AND CLBING. CENTER ASSIGNED US A NEW SQUAWK AND CLRED US TO 23000' ON A HDG OF 050 DEGS. WE COMPLETED OUR TEST FLT W/O FURTHER INCIDENT. WE WERE NOT INFORMED OF THE PROX OF THE MLG AND HAD NO VIS CONTACT. WE SHOULD HAVE CONTACTED ATC EARLIER--15000' AND STATED OUR REQUEST. ATC SHOULD REQUEST ACFT TO REMAIN BELOW 18000' IF A PROB EXISTS. THIS SITUATION COULD EASILY HAVE HAPPENED AT 17900', AS WELL AS 19000'.
