Narrative:

Small aircraft cam V490 mht was VFR and handed off to me VFR on the east edge of alb approach airspace. The small aircraft requested IFR inside the gdm sector airspace and asked for lower. I issued him an IFR clearance. I inserted a temporary (T) altitude in the computer and my 'D' controller put him in the computer with a 6, 7, 10 amendment. The small aircraft was handed off to mht approach control 10 NM west of their boundary using the computer. The temporary altitude did not generate an IFR strip to mht approach and they thought that the small aircraft was VFR. Subsequent to the handoff an air carrier small transport was handed off to gdm sector wbound on a 290 degree heading climbing to 8000. The conflict alert was activated, however, I was not concerned because it is common to have 2 aircraft lose center separation criteria when they are inside approach control's airspace.

Title: INCOMPLETE FLT PLAN INFO PLACED IN COMPUTER ON SMA, HDOF INFO TO APCH CTL MISLEADING CAUSING LTSS WITH SMT CLBING THROUGH SMA ALT.

Narrative: SMA CAM V490 MHT WAS VFR AND HANDED OFF TO ME VFR ON THE E EDGE OF ALB APCH AIRSPACE. THE SMA REQUESTED IFR INSIDE THE GDM SECTOR AIRSPACE AND ASKED FOR LOWER. I ISSUED HIM AN IFR CLRNC. I INSERTED A TEMPORARY (T) ALT IN THE COMPUTER AND MY 'D' CTLR PUT HIM IN THE COMPUTER WITH A 6, 7, 10 AMENDMENT. THE SMA WAS HANDED OFF TO MHT APCH CTL 10 NM W OF THEIR BOUNDARY USING THE COMPUTER. THE TEMPORARY ALT DID NOT GENERATE AN IFR STRIP TO MHT APCH AND THEY THOUGHT THAT THE SMA WAS VFR. SUBSEQUENT TO THE HDOF AN ACR SMT WAS HANDED OFF TO GDM SECTOR WBOUND ON A 290 DEG HDG CLBING TO 8000. THE CONFLICT ALERT WAS ACTIVATED, HOWEVER, I WAS NOT CONCERNED BECAUSE IT IS COMMON TO HAVE 2 ACFT LOSE CENTER SEPARATION CRITERIA WHEN THEY ARE INSIDE APCH CTL'S AIRSPACE.
