Narrative:
A TCASII return was noted on our scope. At first I suspected it was a ghost return. Switched from 40 to 20 mi range and target was yellow, 12 O'clock and at our altitude. I directed the first officer to start a 30 degree bank turn for 90 degree to our right (were heading 270 degree and told him to go to 360) at the same time I called hou center and asked if they had traffic at our altitude at our 12 O'clock position. The controller told us to immediately turn to 360 degree and told the conflicting traffic to turn 90 degree to the right to 180 degree. My TCASII had alerted us with 'traffic, traffic' at 20-18 mi mark. I was at the correct altitude (28000) heading west. The other aircraft was cleared to FL280 and center dropped the ball on this one. The conflicting traffic was at 12 and the closure rate was 800-950 mph. The TCASII system alerted my crew of the traffic and this conflict. Houston should have vectored or changed the altitude of either my plane or the other traffic. They were caught off guard by my radio call.

Title: MLG GOT TCASII TA AND STARTED A TURN THEN NOTIFIED ATC. CTLR GAVE OPPOSITE DIRECTION TFC A TURN ALSO.
Narrative: A TCASII RETURN WAS NOTED ON OUR SCOPE. AT FIRST I SUSPECTED IT WAS A GHOST RETURN. SWITCHED FROM 40 TO 20 MI RANGE AND TARGET WAS YELLOW, 12 O'CLOCK AND AT OUR ALT. I DIRECTED THE FO TO START A 30 DEG BANK TURN FOR 90 DEG TO OUR R (WERE HDG 270 DEG AND TOLD HIM TO GO TO 360) AT THE SAME TIME I CALLED HOU CENTER AND ASKED IF THEY HAD TFC AT OUR ALT AT OUR 12 O'CLOCK POS. THE CTLR TOLD US TO IMMEDIATELY TURN TO 360 DEG AND TOLD THE CONFLICTING TFC TO TURN 90 DEG TO THE R TO 180 DEG. MY TCASII HAD ALERTED US WITH 'TFC, TFC' AT 20-18 MI MARK. I WAS AT THE CORRECT ALT (28000) HDG W. THE OTHER ACFT WAS CLRED TO FL280 AND CENTER DROPPED THE BALL ON THIS ONE. THE CONFLICTING TFC WAS AT 12 AND THE CLOSURE RATE WAS 800-950 MPH. THE TCASII SYS ALERTED MY CREW OF THE TFC AND THIS CONFLICT. HOUSTON SHOULD HAVE VECTORED OR CHANGED THE ALT OF EITHER MY PLANE OR THE OTHER TFC. THEY WERE CAUGHT OFF GUARD BY MY RADIO CALL.
