Narrative:
Helicopter requested SVFR into wausau control zone from minn center. Center granted SVFR from the north at or below 2500 MSL. Pilot of helicopter made intentions known over CTAF frequency, after landing and hover taxiing to the ramp. Pilot made attempts to contact minn center on the same frequency advising them he was on the ground at wausau. No response was heard. Later center called FBO and complained to pilot that he had caused delays in IFR traffic because center did not know that he had landed.
