Narrative:
I was involved in an incident at teb involving my ground vehicle and a helicopter which could have had serious consequences and which needs to be addressed. I was driving from FBO north ramp at teterboro to the south ramp. Doing so involves transiting or crossing taxiway P. There is an alternate route using hangar ramp area but this night, there were so many airplanes on it that driving would have been difficult if not impossible. I was advised by my supervisor that driving on P was 'ok, just be careful'. (Papa is uncontrolled because it cannot be seen from the tower.) the WX was IFR, about 2 mi in fog. An small transport helicopter came across as if flying down runway 19, which is about 200 ft from hangars. I saw him but assumed he was departing 19, which is the noise abatement runway. He turned right and flew nearly overhead during his landing as I was trying to clear the taxiway. 2 things which need to be addressed. First, there needs to be a firm policy regarding ground vehicles on airport surfaces. Second, if ground vehicles are allowed, helicopters should not be landing on uncontrolled areas, except at their own risk.

Title: GND VEHICLE OPERATOR'S COMPLAINT ABOUT A HELI FLYING LOW OVER HIS VEHICLE WHILE THE VEHICLE WAS DRIVING ON A TAXIWAY WITHOUT TWR CONTACT.
Narrative: I WAS INVOLVED IN AN INCIDENT AT TEB INVOLVING MY GND VEHICLE AND A HELI WHICH COULD HAVE HAD SERIOUS CONSEQUENCES AND WHICH NEEDS TO BE ADDRESSED. I WAS DRIVING FROM FBO N RAMP AT TETERBORO TO THE S RAMP. DOING SO INVOLVES TRANSITING OR XING TAXIWAY P. THERE IS AN ALTERNATE RTE USING HANGAR RAMP AREA BUT THIS NIGHT, THERE WERE SO MANY AIRPLANES ON IT THAT DRIVING WOULD HAVE BEEN DIFFICULT IF NOT IMPOSSIBLE.
