Narrative:

Departed mri field for a flight wbound. Crossed knife arm at 600 ft MSL according to far 93. At point mckinzie I proceeded to the substation (a point north of) then towards the mouth of the little susitna river. The arsa begins at 1400 ft and extends up to 4100 ft. I was flying below 1400 ft halfway between point mckenzie and the mouth of the little susitna river when I saw traffic 11-12 O'clock less than a mi. I turned right to avoid the traffic. The conflicting traffic never turned. This was close but not that close. I remained outside the arsa and clear of that airspace, however, I was in the area. Pilots flying in the arsa should continue to maintain a watchful eye and not rely on the controllers only, to keep them away from other unknown traffic, not operating in the arsa.

Title: 2 SMA ACFT HAD NMAC IN ANC AREA BELOW ARSA.

I WAS FLYING BELOW 1400 FT HALFWAY BETWEEN POINT MCKENZIE AND THE MOUTH OF THE LITTLE SUSITNA RIVER WHEN I SAW TFC 11-12 O'CLOCK LESS THAN A MI. I TURNED R TO AVOID THE TFC. THE CONFLICTING TFC NEVER TURNED. THIS WAS CLOSE BUT NOT THAT CLOSE. I REMAINED OUTSIDE THE ARSA AND CLR OF THAT AIRSPACE, HOWEVER, I WAS IN THE AREA. PLTS FLYING IN THE ARSA SHOULD CONTINUE TO MAINTAIN A WATCHFUL EYE AND NOT RELY ON THE CTLRS ONLY, TO KEEP THEM AWAY FROM OTHER UNKNOWN TFC, NOT OPERATING IN THE ARSA.
