Narrative:
While inbound to montego bay, kingston control gave us the following clearance: cleared frost 4 arrival and call out of 8000 ft, contact montego bay approach. We then switch over to montego bay approach and were instructed to continue the arrival. We were inside the 20 DME fix on the frost 4 arrival, and were descending out of 6000 ft to cross mobar intersection at 3000 ft when approach asked our altitude. We were passing 4500 ft, at this point the approach controller questioned our last clearance. We then read back the clearance we had received. The intensity in the controller's voice escalated and he claimed that we had been given a 7000 ft level off while on the arrival. None of the 3 crew members heard a clearance to 7000 ft and subsequently none of them read the clearance back. I feel that there is a lock of communication between kingston center and montego bay approach. This was a major contributing factor to the events of this flight.

Title: FLC OF LGT APCHING MONTEGO BAY, JAMAICA, UNDERSTOOD CLRED FOR ARR. MONTEGO APCH CTL WERE ADVISED BY CENTER THE FLT WAS TO MAINTAIN 7000.
Narrative: WHILE INBOUND TO MONTEGO BAY, KINGSTON CTL GAVE US THE FOLLOWING CLRNC: CLRED FROST 4 ARR AND CALL OUT OF 8000 FT, CONTACT MONTEGO BAY APCH. WE THEN SWITCH OVER TO MONTEGO BAY APCH AND WERE INSTRUCTED TO CONTINUE THE ARR. WE WERE INSIDE THE 20 DME FIX ON THE FROST 4 ARR, AND WERE DSNDING OUT OF 6000 FT TO CROSS MOBAR INTXN AT 3000 FT WHEN APCH ASKED OUR ALT. WE WERE PASSING 4500 FT, AT THIS POINT THE APCH CTLR QUESTIONED OUR LAST CLRNC. WE THEN READ BACK THE CLRNC WE HAD RECEIVED. THE INTENSITY IN THE CTLR'S VOICE ESCALATED AND HE CLAIMED THAT WE HAD BEEN GIVEN A 7000 FT LEVEL OFF WHILE ON THE ARR. NONE OF THE 3 CREW MEMBERS HEARD A CLRNC TO 7000 FT AND SUBSEQUENTLY NONE OF THEM READ THE CLRNC BACK. I FEEL THAT THERE IS A LOCK OF COM BTWN KINGSTON CENTER AND MONTEGO BAY APCH. THIS WAS A MAJOR CONTRIBUTING FACTOR TO THE EVENTS OF THIS FLT.
