Narrative:
Smo tower released me soon after an small aircraft had lifted off asking me if I could maintain visual. I answered yes. The small aircraft was in a right turn to shoreline and extended past shoreline before starting his turn to parallel shoreline which caused me to go out over water approximately 2 mi. After passing small aircraft's right wing I started my right turn to parallel his course passing through his altitude at this time. After passing under my right wing and sufficient time had passed I lowered my right wing to see if I could see (him) only to find that he had turned left and was directly under my right wing. I leveled wing and continued on course already talking to burbank. I called tower upon returning from trip.

Narrative: SMO TWR RELEASED ME SOON AFTER AN SMA HAD LIFTED OFF ASKING ME IF I COULD MAINTAIN VISUAL. I ANSWERED YES. THE SMA WAS IN A R TURN TO SHORELINE AND EXTENDED PAST SHORELINE BEFORE STARTING HIS TURN TO PARALLEL SHORELINE WHICH CAUSED ME TO GO OUT OVER WATER APPROX 2 MI. AFTER PASSING SMA'S R WING I STARTED MY R TURN TO PARALLEL HIS COURSE PASSING THROUGH HIS ALT AT THIS TIME. AFTER PASSING UNDER MY R WING AND SUFFICIENT TIME HAD PASSED I LOWERED MY R WING TO SEE IF I COULD SEE (HIM) ONLY TO FIND THAT HE HAD TURNED L AND WAS DIRECTLY UNDER MY R WING. I LEVELED WING AND CONTINUED ON COURSE ALREADY TALKING TO BURBANK. I CALLED TWR UPON RETURNING FROM TRIP.
